The official WhatsApp Groups API: what it does and when it won't work

Meta has an official API for groups, but it was designed for small customer-service groups, not communities. Here are the requirements, limits and costs, plus the alternatives if you run large groups.

Direct answer: Yes, there is an official WhatsApp API for groups: the Groups API, part of Meta's Cloud API. It lets a business create groups, send the invite link, send and receive messages and manage participants in code. But it is only available to numbers with an Official Business Account (OBA), each group holds at most 8 participants, and people can only join through an invite link. In short, it suits small service groups (a customer, an advisor and a manager, for example), not communities with hundreds of members.

What the WhatsApp Groups API is

The Groups API is a feature of the Cloud API, Meta's official platform for businesses to talk to customers on WhatsApp. According to the official Groups API documentation, it lets you create groups programmatically for messaging and collaboration, and it is now open to all businesses with an Official Business Account (OBA).

It works differently from a regular group. Groups are invite-only: the business creates the group, generates an invite link and sends it to people, who decide whether to join. The link itself shows context about the group before they do. There is no way to "add" someone directly through the API.

The honest summary: the Groups API handles group conversations between a business and a few people. It wasn't built for automating a group of customers, students, neighbors or deal hunters.

Who can use it: the Official Business Account requirement

The OBA is what stops most businesses. According to Meta's Official Business Accounts page, the status goes to phone numbers of businesses verified as authentic, and the criteria include:

  • complying with the WhatsApp Business Messaging Policy;
  • being registered on the WhatsApp Business Platform for at least 30 days;
  • having the business portfolio verified by Meta;
  • having two-step verification enabled on the number;
  • having the number's display name approved.

Meta also says it does not grant OBA status to employees' numbers, test accounts or WhatsApp Business app numbers. If a request is rejected, you have to wait 30 days before applying again. In practice, that rules out most group admins, creators and small businesses that run WhatsApp on a phone.

How it works in practice

If you do have access, the typical flow in the documentation looks like this:

  1. The business creates the group through the API, with a subject and description.
  2. It gets the group invite link (and can reset it at any time).
  3. It sends the link to the customer, including through a template message with the invite.
  4. The customer joins through the link. If join requests are enabled, the business approves or rejects each one.
  5. From then on, the business sends and receives messages in the group, pins and unpins messages and receives events through webhooks.
  6. When the conversation is over, the business can remove participants, update settings or delete the group.

In other words, it's a developer feature: you need a Cloud API integration, a server to receive webhooks and someone to maintain the code.

What the Groups API can't do

The list of unsupported features is long, and it matters. Per the documentation, API groups don't support:

  • voice or video calls (the Calling API isn't supported);
  • disappearing and view-once messages;
  • interactive (buttons and lists), commerce and authentication messages;
  • editing and deleting messages;
  • the admin option to hide the participant list.

Two more details: template performance metrics aren't available in groups, and Meta recommends creating templates specifically for group use. And because pricing is per message, a very active group costs more.

Since it can't delete messages, the API doesn't work for moderation either: you can't remove a banned link or an insult posted in the group.

Who the official groups API makes sense for

With 8 participants at most, the good use cases are service conversations where several people need to see the same thing:

  • a business account where the customer talks to an advisor and a manager in the same group;
  • technical support with the customer, the vendor and the technician;
  • travel, real estate or event concierge for a family or a small party;
  • onboarding a B2B customer with the project team.

If yours is a group for students, deals, a residential building, a church or news, with dozens or hundreds of people, the Groups API won't work, both because of the participant cap and the lack of moderation. To understand the limits of regular groups, see our guide to WhatsApp group size limits.

Alternatives for running large groups

For communities, the way to go is still the WhatsApp app itself, with or without help from tools:

  • Native groups and communities: large groups, communities that bring several groups together, and an announcement group. See the difference between communities, groups and channels.
  • Channels: for one-to-many updates, with no conversation.
  • Group bots connected as a linked device: tools like 9bot connect to your number through the linked devices feature, with a QR code or pairing code, and work in the groups where you are an admin (moderation, scheduling, welcome messages, reports).

About the third option, let's be clear: it isn't the Cloud API. According to the Help Center (linked devices), you can link up to four devices to your primary phone; they work even when the phone is offline, but they are logged out if the phone goes unused for more than 14 days. The same page warns that linking your account to unofficial apps or websites can lead to a ban, and WhatsApp doesn't allow automated or bulk messaging. So use automation to organize your group, not to blast messages. We compare the risks of each kind of tool in free vs paid WhatsApp group bots.

How to decide in 3 questions

  1. Do your groups have more than 8 people? If so, the Groups API is out.
  2. Do you have an Official Business Account and a development team? If not, it's out too.
  3. Do you need to moderate (delete messages, remove people who post links)? The API can't delete messages; a group bot or manual moderation can.

If the official API isn't for you, see everything 9bot does in groups and try it in a small group before rolling it out to the big ones.
